Tarrant County Courts
Tarrant County comprises about 7.13% of Texas's total population, accounting for approximately 2.23 million out of the state's 31.29 million residents. The county operates a complex, multi-layered court system, designed to address a vast array of legal matters. This system is organized into five primary types of trial courts, each with its own jurisdiction and role in handling specific types of cases:
- Tarrant County District Courts - To efficiently handle a large volume and variety of cases, these courts are subdivided into:
- Criminal District Courts - Handle adult felony criminal cases such as drug trafficking, homicide, and assault. They also have concurrent jurisdiction with county criminal courts in certain misdemeanor matters.
- Civil District Courts - Address civil law issues including title to land disputes, personal injury claims, contract disputes, and medical malpractice.
- Family District Courts - Oversee cases related to adoption, child protection, child custody, and divorce.
- Juvenile Court - Handles cases involving minors accused of offenses such as juvenile delinquency cases.
- Tarrant County Courts at Law - These are statutory county courts with jurisdiction granted by the Texas Legislature.
- County Civil Courts - Manage civil cases in which the amount in dispute is between $500 and $250,000.
- County Criminal Courts - Adjudicates Class A and B misdemeanors, including theft, DWI, and misdemeanor appeals.
- Tarrant Statutory Probate Courts - Specialize in probate-related matters such as estate administration, mental health proceedings, and guardianship.
- Tarrant Justice of the Peace Courts - Handle traffic violations, small claims cases, and landlord-tenant disputes.
- Tarrant County Municipal Courts - Address traffic tickets, Class C misdemeanors, and city ordinance violations.
The county's courts are distributed across multiple locations, with most situated in Fort Worth, the county seat. Collectively, these courts process approximately 506,000 case dispositions annually, including around 303,000 criminal matters and more than 25,000 family-related cases.
How To Access Tarrant County Court Records
Access to Tarrant County court records is governed by a combination of common law principles, court rules, and statutes, setting it apart from other government records. Most case files are publicly accessible; however, exceptions apply to records that are sealed, expunged, or deemed confidential by court order. To safeguard sensitive information, portions of publicly available documents may undergo redaction before release. Furthermore, access to information in certain case types, particularly those concerning minors or sensitive family-related matters, is restricted solely to the direct parties involved.
To facilitate record retrieval, requesters are typically required to furnish identifying details, such as the relevant case number or the names of the parties involved in the case. When seeking certified copies, requesters may also need to present valid identification under the clerk's office procedures.

How To File a Case in Tarrant County
Filing a case in Tarrant County requires a good understanding of the court system, careful preparation of court documents, and adherence to established filing procedures. The process begins by identifying the appropriate court based on the type and monetary value of the case. Case documents may be filed either electronically or in person at the courthouse. While attorneys are mandated to file criminal, family, civil, and probate cases through eFileTexas service providers, self-represented litigants are encouraged to use the Guide and File system, which may help them prepare and submit court forms online.
Although e-filing is permitted for most cases, certain documents are not allowed to be filed electronically, as outlined in Texas Rule of Civil Procedure 21(f)(4). These include documents that are sealed under Rule 76a, documents restricted by a court order or by law, and documents intended to be submitted in person at the courthouse solely to obtain a ruling. In addition, individuals without online access or whose filings are rejected by eFileTexas may be permitted to submit their documents in person using the computer kiosk located in the Justice Court office.
To initiate a civil case, filers must prepare key documents, including the original petition or complaint that outlines the plaintiff's legal claims and the relief being sought, a civil case information sheet summarizing the nature of the case, and any supporting documentation or exhibits. After preparing these materials, the filer may access eFileTexas, the state-approved e-filing platform, register with one of the available Electronic Filing Service Providers (EFSP), upload the completed documents, enter the required information, pay the applicable filing fees, and ensure that the defendant is properly served with court papers (citation) by a Constable or the Sheriff's Office.
Furthermore, a fee is typically assessed when filing a case in Tarrant County. For example, the base filing fee for new civil cases in the District Courts and County Courts at Law is $350. In contrast, family law cases involving children filed in the District Court cost a base fee of $401. The Justice of the Peace Courts charge a base filing fee of $54 for small claims suits, debt claims, and eviction cases, excluding the $75 Constable fee required for serving a citation on the defendant.
Individuals who are unable to afford the cost of filing a case may complete the Statement of Inability to Afford Payment of Court Costs or Appeal Bond and submit it together with their initial court documents to the relevant Clerk's Office.
To avoid rejection or dismissal when filing through eFileTexas, filers must take the following steps:
- Select the correct court, case type, and filing code
- Upload all corresponding documents
- Choose the appropriate filing fees
- Include a civil or probate information sheet for each new case
- Select the "citation request" filing code
- Upload a cover letter specifying who is to be served and their address
- Add the $75 Constable citation service fee
- Include the $4 personal citation issuance fee under optional services
Legal Help and Self-Help Resources
Tarrant County residents, particularly Pro Se litigants and individuals who cannot afford to hire attorneys for full legal representation, may access justice through a range of legal help and self-help resources available both within and outside the county. These resources include legal aid organizations, legal clinics, court self-help centers, lawyer referral services, and the county law library.

The law library also offers public access to online legal databases such as HeinOnline, Westlaw, and LexisNexis. Users may search these platforms for laws, rules, and treatises at no cost and print documents for $0.25 per page. In partnership with the Texas Legal Services Center, the law library additionally provides virtual kiosks where users may access legal assistance, scan documents, or attend virtual court hearings.
Moreover, low-income residents may qualify for free or reduced-cost legal services through various legal aid organizations. Individuals who cannot afford full legal representation may also request limited-scope legal services. These services often include assistance with drafting legal documents, preparing for hearings, reviewing documents prepared by the client, or representing the client during specific court proceedings.
Other legal aid organizations through which low-income residents and self-represented litigants may obtain legal assistance include the following:
